砲轟公務文化五大惡 關中：錯不在公務員

考試院上午舉行「新春團拜」，考試院長關中特別在會中澄清年前所批評公務文化有保守（守舊）、鄉愿、和稀泥、虛應故事、名實不副等「五大惡」，指是制度造成的，錯不在公務員。
